The City of Greater Geelong (the City) invites community feedback on its proposal to provide a lease of the land outlined in blue on the plan below for up to 21 years for the following proposed land use.

Proposed Land Use

The City is seeking innovative solutions to transform the Balyang site from the existing 18-hole par 3 course into a family-friendly, fun, exciting golf product for the long-term benefit of the Greater Geelong community. The outcome would see an investment into the golfing, lifestyle, recreational and wellbeing needs of the community in a safe and inclusive manner.

Concepts may include expanded and upgraded clubhouse facilities with a tailored hospitality offering, driving range with state-of-the-art ball tracking technology, mini-golf course, short format golf course and other entertainment features that would complement the overall experience.

Location

The land proposed to be leased is located at 19-33 Marnock Road, Newtown VIC 3220 as outlined in blue in the plan below. This is Crown Land, with the City appointed as the Committee of Management. The Crown Land (Reserves) Act 1978 permits a Committee of Management to lease land for a maximum of 21 years. The Local Government Act 2020, section 115 requires the City to undertake community engagement in accordance with its community engagement policy before entering into a lease for 10 years or more.

In accordance with section 115 of the Local Government Act 2020 and the City’s Community Engagement Policy, submissions are invited on the proposed lease of Balyang Par 3 golf course, located at 19-33 Marnock Road, Newtown VIC 3220.

Any person may make a submission to the Council. All submissions will be considered.

If any person wishes to be heard in support of their submission, they must include in their request to be heard in the written submission. This will entitle them to appear either personally or by a person acting on their behalf, before a Submissions Review Panel. The date, time and location will be advised.

Submissions on this matter must be received by 5pm Friday 30 August, 2024.
