We have received interest from some property owners regarding possible upgrades in Allen Street, Newtown. The last time we contacted property owners was in July 2023 about sealing the unsealed section of the road. We now believe there may be other upgrades you would like to see.
We would like your feedback on whether you would support any of the following improvements:
- Kerb and channel – (for improved drainage).
- Footpath
- Formalised on-street parking – including line marking and signage.
- Street lighting
- Asphalt sealing for the unsealed section.
Currently, Allen Street, Newtown is not included in Council’s capital works budget. If improvements were to proceed, property owners would need to cover the full cost through a Special Rate and Charge (SRC) scheme.
Special Rates and Charge Schemes
Under the Local Government Act 1989, the cost of new or upgraded infrastructure that benefits a specific group of property owners can be recovered through a special charge.
As Allen Street is a no through road, it is not considered to provide
benefit to the wider community under Council's Special Rates and Charges Policy. Therefore, Council will not contribute towards the cost of the
works, and property owners would need to fund the full cost of the project to proceed.

Why we are contacting you
The purpose of this engagement is to understand:
- Which upgrades you would like to see in Allen Street
- Whether you would be likely to support contributing towards these upgrades.
We will contact you again after
the survey closes to share the outcome.
If most property owners are supportive, we will prepare the designs in the 2026-27 financial year. Once designs are completed, you will have another opportunity to provide feedback.
The proposed SRC scheme will only proceed if a majority of responding property owners support it.
