About the project
In response to drainage concerns raised by local residents, the City of Greater Geelong is considering carrying out drainage and road upgrades in Thacker Street East, Ocean Grove (Presidents Avenue to Tuckfield Street).
The proposed upgrades include drainage, rollover kerb and channel, and road widening to cater for an on-road cycle lane.
While the road widening and cycle lane would be fully funded by the City, we are proposing the drainage and kerb and channel works are funded via a Special Rate and Charge scheme (SRC).
This is a co-funding arrangement, where the cost is shared between the City and property owners who directly benefit from the works.
The purpose of this early engagement is to help us understand if there is enough support from local residents for the project to proceed under an SRC scheme in the future.
If a majority of property owners support the proposed project, we would move forward to the design stage in the 2023-24 financial year.
Background
In 2015, the City considered constructing a footpath, kerb and channel and on-road parking in this location, funded via an SRC. Unfortunately, the proposed project was unable to proceed at that time.
Since then, the footpath has been included in the Ocean Grove Principal Pedestrian Network project, and will be built during the 2023-24 financial year.
As we continue to receive requests for improvements to drainage from local residents and the community, we are returning to re-consider the drainage and road upgrade aspects.
Proposed Special Rates and Charge scheme
Under Council's Special Rates and Charges Policy, a Special Rate and Charge scheme enables the City to provide services to the community that would otherwise be impeded by budgets and timing. This means we can bring forward a project, if the benefitting property owners are willing to partner with the City by contributing funding.
As a guide, we estimate the cost for this proposed project to be around $5,000 per property. More accurate costs will be known once designs are completed.
In line with Council's policy, an SRC scheme will only proceed with the support of a majority of responding property owners.
