Update - March 2023
At its 28 February 2023 meeting, Council noted the outcome of the community engagement process and approved a 21 year lease to Amplitel Pty Ltd for the site at 95-105 Barrabool Road Highton (Highton Reserve).
The City of Greater Geelong (City) proposes to lease a portion of land at Highton Reserve: 95-105 Barrabool Road Highton, to Amplitel Pty Ltd, a subsidiary of Telstra Corporation, for a term of 21 years.
The land proposed to be leased is 4 metres x 4 metres (16m2) for the pole and 4m2 for cabinetry, as outlined in red in the plan below.
The land would be used for the installation of a telco monopole 32.5 metres in height, along with equipment cabinets with a 4.1m 2 footprint. This would enable Telstra to meet its identified need for increased service to alleviate local capacity issues.
The existing 20 metre tall light pole locating a Vodafone transmitter would be removed. The Vodafone transmitter would be co-located at a higher elevation on the new monopole with the Telstra transmitter, subject to planning application approval.
Telstra would supply and install new AFL standard sports lighting to the monopole to light the adjacent Highton Reserve oval. The lux output and height of the new light would match the other lights around the oval.

Submissions Process
In accordance with section 55 of the Local Government Act 2020 and the City’s Community Engagement Policy, submissions are invited on the proposed lease of 95-105 Barrabool Road, Highton. Any person may make a submission to the Council. All submissions will be considered.
If any person wishes to be heard in support of their submission, they must include in their request to be heard in the written submission. This will entitle them to appear either personally or by a person acting on their behalf, before a Submissions Review Panel. The date, time and location will be advised.
