In response to a petition received in April 2025 asking for the section of Newcombe Street, Drysdale from Waterway Court to No. 60 Newcombe Street to be sealed, we have prepared design plans which has enabled us to estimate the cost of sealing this section of road.

We are now engaging with the property owners identified as receiving a benefit to gauge their support to seal this section of road via a Special Charge scheme.

Special Rates and Charge Scheme

Under the Local Government Act 1989, the costs for new or upgraded infrastructure which benefits a specific group of property owners can be levied as a special charge. Under Council’s Special Rates and Charges (SRC) Policy, an SRC scheme enables the City to provide services to a specific group of property owners that may not otherwise be included in the Council’s overall budget and schedule of works. The purpose of this engagement is to understand from property owners if there is enough support for the proposed upgrade to proceed under an SRC scheme in the future. We will be in contact with you again after the survey has closed to inform you of the outcome.

If most property owners are supportive, we will commence the legislative process by preparing a report to Council asking them to make their intention to declare the Special Charge scheme to seal the road. More details on the process steps can be found on this page for your information.
