Project Update - April 2024

At its meeting of 26 March 2024, Council resolved its intention to declare a special charge for the proposed road construction which will consist of road sealing with kerb and channel, including drainage upgrade.

A public notice was placed in the Geelong Times on Friday 12 April 2024, advertising its intention to declare a charge for this Special Charge Scheme. A copy of the notice will be sent to you.

The distribution of charges between property owners has been based on an access and amenity benefit based on the site value of each property to the works.

How to make a submission

As indicated in the public notice, you may make a submission, or objection regarding the scheme. Legislation determines that you must do this within 28 days of the public notice. Submissions and objections will be received up until 5pm Monday 20 May 2024. Council has a submissions review panel constituted for the purpose of considering submissions. You may elect to address the panel, however you must indicate your intention to do this, in your submission.

Background

In response to feedback received from the early engagement which took place in August/September 2022 to identify support for the unsealed roads in Portarlington to be sealed with kerb and channel, we surveyed and designed the roads and engaged again in August 2023. The results of that engagement indicated that only Park Street, Portarlington supported the road upgrade under a proposed SRC.

After consultation with your Bellarine Ward Councillors, we are engaging further with property owners in Park Street to confirm support for this road to be sealed with kerb and channel as a standalone project.

The estimated total cost of this road upgrade is:

Council Contribution (25% of works)

$109,388.50

Property Owners Contribution (75% of works)

$328,165.50

TOTAL ESTIMATED COSTS

$437,554.00
