Overview

The Ocean Grove Urban Design Framework (UDF), adopted by the Council on 24 June 2014, seeks to implement community objectives and includes recommendations to:

  • Consider Council owned land which, includes a park and carpark, as suitable for sale/redevelopment subject to off-set or replacement of carparking spaces, and
  • ‘Square up’ The Parade and Hodgson Street intersection. This would enable approximately 1,043m2 of the current road reserve land to be surplus and available for development.
The UDF proposed that implementation of these recommendations act as a catalyst for the redevelopment of the land east of Hodgson Street that is already zoned for commercial development and for the funding of the intersection and streetscape works.

The City is considering selling:

  • A reserve, measuring approximately 380.7m2 at 94 The Parade, Ocean Grove, which would first be rezoned from public park and recreation zone (PPRZ) to commercial 1 zone (C1Z)
  • Land being used as a carpark, measuring approximately 1,623.4m2 at 89-91 The Terrace, Ocean Grove, which is zoned C1Z. If sold, the land will be incorporated into the development of the adjoining land.

The sale of the land at 94 The Parade and 89-91 The Terrace, Ocean Grove will include provisions that the market value of the land is reinvested into embellishing the public realm in this precinct, improving connectivity to the retail and commercial centre of Ocean Grove, and will ensure the number of public car parks are retained in the redevelopment.

Hodgson Street and The Parade are arterial roads at this intersection which are owned and managed by the Department of Transport and Planning (DTP). The decision to discontinue part of the road reserve and realign the intersection will be undertaken by DTP.

The overall proposal seeks to implement objectives of the UDF, deliver upgrades to the public realm and improve safer and improved connectivity to the western side of Hodgson Street.

The sale of the land will be subject to the issue of a planning permit for the proposed redevelopment of the abutting land on the southeast corner of the intersection.
