In February 2025, Council's Long-Term Financial Plan was thoroughly reviewed and updated. A key part of this process was a community deliberative engagement workshop held in February 2025. This session brought together panellists from the Council Plan deliberative engagement to work directly with City officers. The goal was to identify and provide feedback on areas of significant importance for the Council over the next ten years, directly influencing the 2025-35 Long-Term Financial Plan.

This plan is the community's financial roadmap for the next decade. It translates the goals from our organisation's Strategic, Council, and Asset Management Plans into clear financial terms, showing what we'll achieve and how we'll fund it over the coming ten years.

More than just numbers, this document is a guide to delivering infrastructure projects and services that are crucial for our community's well-being. It also ensures we remain a financially responsible and sustainable Council.

We're inviting your feedback to ensure this plan truly reflects the priorities and aspirations of our community. Your insights are invaluable in shaping a financially responsible and responsive Council which meets the needs of today and prepares for the future.

Under the Local Government Act 2020, Council must develop and review a Financial Plan covering at least the next 10 financial years in accordance with its deliberative engagement practices and adopt the Financial Plan by 31 October in the year following a general election.

The Long Term Financial Plan represents a comprehensive approach to document and integrate the various strategies (financial and other) of a Council. The development of the long-term financial plan represents the output of several strategy areas; Council Plan, Asset Plan, that when combined, produce the financial direction of Council.

The Long-Term Financial Plan was adopted by Council at the June 2022 Council meeting. The plan set out how the diverse asset base was managed and maintained.

The Long-Term Financial Plan is subject to annual reviews as part of the budget process to ensure the financial projections remain current.

The City has reviewed and updated its 10-Year Financial Plan to deliver on or vision for the City's growth, financial sustainability and liveability.

Deliberative engagement on the 2025-35 Long-Term Financial Plan was held in February 2025, involving panellists from the Council Plan deliberative engagement participating in a face-to-face workshop. The workshop with City officers, provided feedback and identified areas of significant importance for Council in the next ten years.

The four future focus areas identified by the panel were:

- Assets renewal and upgrade (roads, drainage and buildings)

- Infrastructure development to support growth of the municipality

- Efficient service delivery

- Enablement of economic development and tourism growth

The City will collate community feedback on the draft Long Term Financial Plan and provide recommendations to Council on the final draft.
