Update October 2025

Council adopted the Asset Plan 2025-2035 at the meeting held 28 October 2025.

The deliberative engagement process for the Council Plan in late 2024 informed the Asset Plan. The community emphasised principles such as assessing asset performance through financial impact, purpose and frequency of use; prioritising flexible, multipurpose buildings; renewing existing assets where possible; investing in natural assets; and preferring lesser quality assets closer to home.

Engagement on the draft Asset Plan, open from 23 July to 24 August 2025, received two submissions, leading to amendments that include: digitising asset details within the opportunities section and embedding ongoing annual community consultation and performance review measures.

Update July 2025

Council has endorsed the release of the draft Asset Plan 2025-2035 for public feedback in July 2025. This plan has been shaped significantly by deliberative community engagement conducted in August and September 2024. During this period, a 62-member community deliberative panel was convened to help shape the Council Plan 2025-29, the Community Health & Wellbeing Strategy 2025-29, and to review the Clever & Creative Vision. The themes and insights gathered from this engagement have been integrated into the Council Plan objectives and are now reflected in the draft Asset Plan 2025-2035

The Council Plan Asset Management themes include:

  • Sustainability and Climate Resilience: Ensuring that asset management practices support sustainability and are resilient to climate change.
  • Community Accessibility and Safety: Making sure that all community members have safe and accessible public assets.
  • Maintenance and Renewal: Focusing on maintaining and renewing existing assets while managing growth.
  • Efficient Use of Resources: Optimising the use of resources to deliver value and impact.
  • Community Engagement and Participation: Increasing opportunities for community engagement and contribution in Council decision-making.

Across the municipality, the City manages hundreds of thousands of physical items and infrastructure that stretches for many kilometres. These assets are valued at approximately $6.1 billion and include both civil infrastructure - such as roads, kerb and channel, bridges, drainage, footpaths and social infrastructure, including buildings, open spaces, arts and culture assets, and recreation facilities.

The draft Asset Plan 2025 - 2035 outlines how our assets will be managed and maintained over the next 10 years, including specific funding allocations for each key infrastructure class.

The Asset Plan 2022-2032 was adopted by Council at the June 2022 Council meeting, the plan set out how the diverse asset base was managed and maintained.

The City is currently reviewing the Asset Plan to reflect the priorities of our newly elected Council, who bring a fresh lens to how we plan, maintain, and invest in our community’s infrastructure. This is an opportunity to align asset management with evolving community needs, growth, and sustainability goals.

Community deliberative engagement for this draft Asset Plan was conducted in parallel with the development of the Council Plan. A representative community panel was established as part of the deliberative process to identify the priorities and themes for the next iteration of the Council Plan. The Asset Management team contributed to this engagement, and the outcomes of the panel’s work have directly informed the development of the draft Asset Plan. The outcomes from this engagement are outlined below.
