OVERVIEW
The City adopted the South Geelong Urban Design Framework (UDF) in September 2022.
The UDF suggests realigning Carr Street, which is now known as Amphlett Way, through Barwon Water land at 40-44 Lonsdale Street (proposed Jubilee Street) to connect with Bellerine Street.
To deviate the road, it is proposed that a 490m2 section of Amphlett Way will be discontinued and transferred to Barwon Water. In exchange, Barwon Water will give an equivalent area of land to create the new road alignment.
The City must give public notice of the proposed road deviation as required by the Local Government Act 1989 and invite submissions. The Council will consider public submissions before determining if the road deviation is approved by Council. Ministerial consent is also required where a road on Crown land is proposed to be deviated onto land which is not Crown land.
If the road deviation is approved, the works to create the new road alignment will be delivered when the Barwon Water land is developed.
The UDF recommends that the Barwon Water land is rezoned to residential use. It is envisioned that this would be undertaken before any development occurs.
Further works to enhance the area include an area of Amphlett Way becoming a plaza, complementing the South Geelong Station forecourt. A new roundabout will be built at the intersection of Bellerine Street, Lonsdale Street (proposed Jubilee St), and Amphlett Way. Car parking will be added to replace parking removed from Amphlett Way. Lonsdale Street (proposed Jubilee St), between Yarra and Bellerine Streets, will become one-way.
