Welcome
The City is leading a strategic approach to how biodiversity in the Northern and Western Geelong Growth Areas can be protected.
As part of this, the City is seeking feedback on the revised draft Northern and Western Geelong Growth Areas Strategic Assessment.
The assessment provides a landscape scale review of biodiversity values to deliver improved environmental and development outcomes.
Our Environment Protection and Biodiversity Conservation (EPBC) Plan sets out a range of measures and commitments, and includes a conservation framework to address how impacts on Matters of National Environmental Significance (MNES) will be avoided, minimised, mitigated and offset. It is supported by implementation documents including the draft Biodiversity Conservation Strategy and Funding Program.
In 2023, the City exhibited a draft EPBC Plan, Strategic Assessment Report and associated implementation documents for public consultation. The project was put on hold due to the rediscovery of the Victorian Grassland Earless Dragon (VGED) elsewhere in Victoria.
As the Geelong growth areas are within the range of potential habitat for VGED, the area was extensively re-surveyed in 2024. While no VGED were found during the survey effort, the EPBC Plan and associated documents have been revised to include additional conservation land with suitable habitat for VGED and to respond to comments received during the 2023 exhibition.
The revised documentation is now available to view (see Document Library on this page) and for stakeholders and our community to provide feedback.
The City will take into account public feedback prior to seeking Council endorsement and Federal Environment Minister approval of the revised documents in 2026.

documents will be open for one month from 9am Thursday 6 November 2025 until 5pm Monday 8 December 2025.
