Council adopts Pakington North UDF

On Tuesday 28 May 2024, Councillors adopted the Pakington North Urban Design Framework. This is a major step towards shaping the future of Pakington North community.

The final UDF will inform a planning scheme amendment process, which will involve provide further opportunity for community feedback. The UDF will be used to guide future growth and development including built form outcomes, streetscape design, movement and access, land use, and assist in the assessment of future development proposals.

May 2024 Update

The Pakington North Urban Design Framework (UDF), endorsed by a community panel for Council consideration, is now available for the broader community to view below.

This UDF from the Panel will be considered by Council for adoption at its 28 May council meeting.

After 20 hours of deliberative engagement on the themes of Built Form, Public Realm and, Access and Movement, the last session on 18 April saw a majority of the Panel indicating that they were comfortable or very comfortable to progress the UDF to a Council Meeting for consideration and adoption. During the final session the community panel was also given time to consider whether anything was missing in the UDF and provide additional feedback.

The Final Pakington North Urban Design Framework responds to recommendations on built form, access and movement within and around the Pakington North precinct, streetscape improvements and open space. Recommendations were made based on criteria the panel set, including that the recommendations be realistic, enhance liveability, provide flexibility for future development options and take a holistic design approach.

The Pakington North Engagement Summary Report provides details on sessions that informed the UDF, the response to final feedback explains how the feedback provided on the Draft UDF that was presented to the Community Panel on 18 April (last session), was considered and reflected in the Final UDF, while the summary of changes provides clarity to the updates made. An updated Final Pakington Street (Geelong West) and Gordon Avenue Urban Design Framework is also available, with minor updates to remove references to Pakington North Precinct as relevant.

April 2024 Update

The Pakington North Community Panel has completed its work on the Urban Design Framework (UDF) for the Pakington North Precinct.

Last night, the group came together for its fifth and final session to discuss and vote on the UDF document. The vote indicated majority support for the UDF to progress to Council for consideration at its meeting on Tuesday 28 May. The UDF will be shared with the wider community on Wednesday 15 May ahead of the council meeting on 28 May.

March 2024 Update

Progress is being made by the Pakington North Community Panel to co-design an Urban Design Framework (UDF) for the Pakington North Precinct.

The community panel has spent more than 18 hours together across five sessions, facilitated by Capire Consulting, working to consider the future of Pakington North. Capire is a specialist community engagement consultancy that has specific expertise in urban and regional planning, infrastructure, community development and social impact.

The panel was comprised by Capire from a representative sample of the Pakington North community, including residents, business owners and visitors of all ages and from different locations, housing backgrounds and family compositions.

Across the five sessions the panel heard from guest speakers considered as experts in the fields of development economics, urban design, heritage and neighbourhood character, built form, access and mobility, landscaping and open space. The sessions also gave panellists the opportunity to discuss the topics and make recommendations for the development of the UDF.

Panellists reported that the sessions had been collaborative, constructive and informative, as they had been able to share insights and goals for the area, while also learning about urban planning and design concept.

The UDF will be presented to the panellists at the final session on 18 April 2024 where they’ll have the opportunity to discuss and consider the UDF.

January 2024 Update

The Community Panel has now been appointed. Capire has prepared a report in relation to the selection of the Panel which can be found in the document library.

December 2023 Update

We would like to extend our heartfelt thanks to all who have submitted their Expression of Interest (EOI) to join the Pakington North Precinct Community Panel. We received over a 100 EOIs which reflects the community’s shared enthusiasm and commitment to shaping the future of Pakington Street North.

The EOI submission period to select panel members is now closed.

Independent engagement consultants Capire will carefully review all the EOIs over the coming weeks. A key driver for recruitment continues to be that everyone deserves to be represented and heard. We anticipate completing the review and selection process by the 22 December. Successful applicants will be notified shortly thereafter by Capire and will receive further details regarding the next steps.



Welcome

The City is preparing an Urban Design Framework (UDF) to guide future enhancements and development in the Pakington North Precinct to revitalise the area and help accommodate demand for new homes, retail, services and jobs. The UDF will consider how people use the streets and public spaces, how they will move about, how the local character will be preserved, and the use of future buildings and other places.

Community Panel

What will this involve?

The Community Panel will come together over six in-person sessions in early 2024. All sessions will be facilitated by Capire Consulting Group with the exception of Session 5 which will be led by the City. Participants will be expected to attend all sessions and engage in pre and post-activities such as pre-reading, responding to surveys or additional reading between sessions.

    Thursday, 8 February 5.30 – 8.30pm (3 hours)

    Saturday 10 February 12.30 – 5.30pm (5 hours)

Participants will receive a remuneration of $100 as a thank you for their time and effort. This will be provided at the conclusion of the sessions and remunerated pro-rata. All sessions will be fully catered, and we will provide any additional supports required to assist you to participate, identified through the EOI form.

All expressions of interest will be reviewed by Capire to ensure the panel represents the diversity of our community. We are looking for participants from different backgrounds as we want to hear from a diverse range of voices. This includes residents, business owners and visitors of all ages and genders, from different locations, housing backgrounds and family compositions. Everyone deserves to be represented, heard, and play a role in shaping our future.
