Update - August 2022

The City is progressing its plan to sell two identified surplus properties. A tender will be released, seeking requests for proposals from agents to manage the sales of 21 Gheringhap Street, Geelong and 17 Reynolds Road, Belmont.

The properties will be sold with conditions of purchase, to ensure that community access to existing services continue into the future.

The properties are:

21 Gheringhap St, Geelong

The 4062.7 square metre property contains the Civic Centre Car Park, with 503 commercial car parks and four small retail stores.

It will include a condition of purchase that ensures commercial car parking - and the existing number of car spaces - is retained for a minimum of 10 years.

17 Reynolds Road, Belmont

The 1.561 hectares of land contains a ten-pin bowling centre with a commercial lease; a maternal health centre run by the City, and car parking.

It will include a condition of purchase that guarantees a 20-year lease for the Maternal Health Centre, so the service would not be impacted.

The other sites – 30-54 Brougham Street (Busport Car Park) and 200 Princes Highway, Corio – will be offered for sale later this financial year.


Project Background

Council has identified four commercial properties as land potentially surplus to its needs.

The land holdings are not in the Council’s long-term plans and are likely to attract interest, given they all host commercial activities.

Income from land sales is included in the Proposed 2022-23 to 2025-26 Budget and the Long-term Financial Plan 2021-2031.

The proposed sale supports our ongoing financial sustainability, through divesting surplus assets to help fund the development and renewal of much-needed community infrastructure.

Before selling land, the Council must comply with section 114 of the Local Government Act 2020. This includes undertaking a community engagement process, in accordance with our community engagement policy.

Submission process

Council invites submissions on the proposed sale of Council land (buildings). Any person will have an opportunity to make a written submission on the proposed sale of Council land (buildings).

A submitter is entitled to request in the submission that the person wishes to appear or be represented by a person specified in the submission, at a meeting to be heard in support of their submission.

If any person wishes to be heard in support of their submission, they must include their request in the written submission. This will entitle them to appear either personally or by a person acting on their behalf, before a Submissions Review Panel.
