Draft Geelong Waterfront Master Plan

The draft master plan sets a long-term vision for renewing Geelong’s iconic waterfront. It builds on the waterfront’s role as a premier destination, responds to ageing infrastructure and climate challenges, and replaces the 2011 plan with a forward-looking framework for investment and urban renewal.

The plan also coordinates the efforts of council, state agencies, leaseholders, Traditional Owners, and the community, while providing a clear road-map to unlock funding and partnership opportunities.

From 27 August to 5 October 2025, the community is invited to explore the draft and share feedback to help shape the future of the waterfront.

We encourage you to review the draft master plan before providing your feedback through the survey or at an in-person session.

You can view the digital version of the master plan below or through the Document Library section of this page.

Project Background

The review of the 2011 Central Geelong Waterfront Master Plan began in 2023, which focused on understanding community priorities and gathering insights. During this stage, the City engaged extensively with the local community, stakeholders, and Wadawurrung Traditional Owners through:

  • workshops and focus groups
  • surveys and questionnaires
  • one-on-one interviews
  • on-site consultations.

Key community priorities from the Stage 1 engagement:

  • Better facilities (wider walkways, more lighting, better seating).
  • Opportunities for exercise and relaxation, including well-connected trails.
  • Spaces and activities for families and children.
  • A more inviting and safer waterfront at night.
  • Stronger recognition and celebration of history and culture.
